The offshore financial system enables means of tax evasion and foreign individuals to avoid sanctions. This project maps how elites hide wealth throughout offshore networks, where multilayer network analysis and simulation models uncover secrecy strategies and structural vulnerabilities in the offshore system. Our work has informed policy discussions on sanctions following the Russian invasion of Ukraine, financial transparency laws, and has been covered in the Washington Post, New York Times, and Swiss National TV.
